Singapore PM releases further details about upcoming Islamic College

Singapore PM and Minister for Finance Lawrence Wong has shared more details about the Singapore College of Islamic Studies (SCIS) in his National Day Rally 2025 speech on 17 August 2025.

Speaking in Malay, PM Wong shared that the Islamic Religious Council of Singapore (MUIS) has been working with local and overseas partners to develop a curriculum for the SCIS.

"Tonight, I am happy to announce that SCIS will have its own campus. It will be located next to the Singapore University of Social Sciences (SUSS) campus in Rochor. SCIS and SUSS will be housed in their own buildings, which will reflect their own unique identity and purpose," he said.

"SCIS students will be able to take SUSS’s social science courses as part of their studies. Both institutions will also share facilities. This way, students from both institutions can better interact with one another, enriching their campus lives."

MUIS announced on Facebook that the new SCIS campus will feature Islamic architectural elements and dedicated Islamic studies facilities in addition to shared spaces with SUSS, including its library and recreational areas. There will also be collaborative research and project opportunities for SCIS and SUSS faculty members.

Mufti Dr Nazirudin Mohd Nasir, who is also head of the SCIS Steering Committee, said the strategic location of the campus would help prepare asatizah with skills to handle increasingly complex challenges ahead, and that the proximity of the two institutions would facilitate exchanges in expertise, skills and perspectives.

SCIS will welcome its first 60 students at the interim Bencoolen campus in 2028 while the new campus is being built.

The Singapore Muslim community currently lacks a national institution of higher learning to complete the Islamic learning journey begun by the establishment of full-time madrasahs. The concept of an SCIS had been mentioned as early as 2016, and as recently by PM Wong as 2024, where he said in his National Day Rally 2024 speech that the SCIS "will nurture our future Singapore Islamic leaders". 

He later shared on LinkedIn that the SCIS will offer two full-time degree pathways: Islamic Studies and Social Sciences. "...So students can choose to graduate and become religious teachers, or they can join the social sector," he said in late 2024.

MUIS has announced the establishment of Singapore College of Islamic Studies’ (SCIS) Board of Governors (BOG) in November 2024. The BOG leads the strategic oversight of the college and is chaired by Abdullah Tarmugi.

The advisory panel for the Singapore College of Islamic Studies (SCIS) gathered for its inaugural meeting in Singapore on 24 June 2025. There are 10 experts in the panel, which is chaired by Acting Minister-in-charge of Muslim Affairs in Singapore, Associate Professor Muhammad Faishal Ibrahim, including HE Dr Nazir Ayyad, the Grand Mufti of Egypt, and Dr Salama Dawood, President of Al Azhar University.

SCIS has partnerships with SUSS, Egypt's Dar al-Ifta, the University of Jordan, and Al-Qarawiyyin University of Morocco to enhance interdisciplinary learning, cultural exchange, language skills, and Islamic scholarship, enriching students' education and careers.

MUIS sees the SCIS-SUSS partnership as presenting opportunities to foster interdisciplinary learning, cultural exchange, and networking between students from both institutions.

MUIS further hopes that collaborating with Dar al-Ifta, an Islamic advisory, justiciary and governmental body, will allow SCIS graduates to gain advanced standing in Dar al-Ifta's Professional Diploma Programme in Fatwa Studies.

The University of Jordan is to offer SCIS students opportunities for Arabic language immersion and cultural exchange, broadening their understanding of Islamic scholarship in a global context as well.

SCIS’s partnership with Al-Qarawiyyin University is expected to pave the way to developing new paradigms in Islamic studies that are both rooted in tradition and relevant to contemporary societies.

Tata Consultancy Services sponsors laptops for madrasah students

The Islamic Religious Council of Singapore (Muis) has collaborated with the Infocomm Media Development Authority (IMDA) to partner the tech industry to support students from low-income households who do not have the computers for home-based learning (HBL). A ‘circuit breaker’ period announced in Singapore as part of a COVID-19 response has required schools to deliver lessons online.

Tata Consultancy Services (TCS) sponsored new and refurbished laptops for 58 madrasah students from low-income households studying at Madrasah Irsyad Zuhri Al-Islamiah, Madrasah Al-Arabiah Al-Islamiah, Madrasah Al-Ma’arif Al-Islamiah and Madrasah Wak Tanjong Al-Islamia.. The sponsorship also covered mobile broadband connections for 14 students.

There are six full-time madrasahs in Singapore. They offer a curriculum that includes both religious and secular education. Under HBL teachers regularly do a check-in with students and parents through various platforms to ensure that the learning continues to take place at home in the best possible way and meet the desired learning outcomes.

Mohammed bin Rashid Al Maktoum Global Initiatives Foundation launches Madrassa Platform initiative

The Mohammed bin Rashid Al Maktoum Global Initiatives Foundation, has launched the first phase of the Madrassa Platform initiative, which aims to provide educational support to 1,000 villages without access to the Internet.

The first beneficiary will be the Emirati-Jordanian camp in Mrajeeb Al Fhood, Jordan, in cooperation with the Emirates Red Crescent, ERC. Some 2,146 students from the camp will benefit from the educational sessions offered by the platform, supported by 139 professors.

The platform, which was launched by HH Sheikh Mohammed bin Rashid Al Maktoum, VP, PM and Ruler of Dubai in February, will offer 5,000 e-sessions on science, mathematics, chemistry, physics and biology from nursery level to 12th grade (roughly when students are 18 years old).

The initiative is also providing four services at the camp, including the School in a Bag service, the Madrassa Tablet, and a mobile broadcasting device.

Dr Waleed Al Ali, Director of the Madrassa Platform Initiative at the Foundation, said, "We have chosen to launch the initiative in remote areas not connected to the Internet, beginning with the Emirati-Jordan Mrajeeb Al Fhood Camp, in cooperation with the ERC. We will continue to reach out to 1,000 villages that are unable to access modern educational content."

He also noted that the foundation will add new content to the platform, including sessions on the Arabic language, computer science, engineering, programming, artificial intelligence and space science.

Dr Mohammed Ateeq Al Falahi, ERC Secretary-General, said that the initiative reflects the vision of HH Sheikh Mohammed bin Rashid in creating innovative solutions and overcoming the challenges facing Arab communities, especially in the area of education.

"The initiative will reinforce the ERC’s efforts to support education and enable people suffering from dire economic conditions to continue learning," he added while noting that the initiative is being closely monitored by HH Sheikh Hamdan bin Zayed Al Nahyan, the Ruler's Representative in Al Dhafra Region and Chairman of the ERC.

Muis reports madrasah PSLE results for 2018

A total of 251 Singaporean madrasah students sat for the Primary School Leaving Examination (PSLE) this year, and 243 (96.8%) will be going on to secondary school.

Muis will continue to extend its PSLE Assistance Package to all full-time madrasahs. The package was introduced in 2007 and provides funding for supplemental education madrasah students in primary 5 and primary 6 for PSLE-related workshops and supplementary learning activities. In 2018, Muis extended S$300 per student, or S$161,100, to 537 primary 5 and 6 madrasah students.

In Singapore, madrasahs provide basic Islamic education. They are intended to produce the religious elites to lead the community on religious matters. Every madrasah must meet a specific PSLE benchmark to qualify for its status as a school that offers primary education.

There are six full-time madrasahs and 27 part-time mosque madrasahs. Four of the full-time madrasahs have primary school students: Madrasah Irsyad Zuhri Al-Islamiah, Madrasah Al-Ma’arif Al-Islamiah, Madrasah Alsagoff Al-Arabiah and Madrasah Wak Tanjong Al-Islamiah.

The other two full-time madrasahs, Madrasah Al-Arabiah and Madrasah Aljunied, voluntarily stopped admission of primary 1 students from 2009 onwards, and do not have 2018 PSLE candidates. Madrasah Wak Tanjong will not have primary 6 students till 2020.

Muis shares updates on aLIVE, IEF

Esa Masood, Deputy Chief Executive, Islamic Religious Council of Singapore (Muis), spoke at the Parenting Seminar and Islamic Education Fund (IEF) Disbursement Ceremony about support for Islamic learning.

He disclosed that more than 21,000 youths are attending the mosque madrasah programme aLIVE, taught by 800 trained asatizahs.

"Going forward, Muis will continue to make efforts to improve the aLIVE programme, including updating the books and content to ensure that it addresses contemporary issues, and provides relevant guidance, particularly, for our young in their daily lives. We will also continue to support the asatizah who are teaching the programme through various trainings and workshops," he said.

Esa also shared that Muis will be disbursing S$1.3 million through IEF, helping 4,091 students.

"Together with this year’s disbursement, we have disbursed a total of S$8.19 million under IEF over the last 14 years, to over 25,000 beneficiaries," he said.

Kindergartens and childcare debut at the Hajj

Kindergartens and nurseries for Hajj pilgrims’ children in Makkah and Madinah have been set up by the KSA Ministry of Hajj and Umrah, in conjunction with the Ministry of Education this year.

The facilities aim to provide an educational, qualitative and secure environment, supervised by qualified staff to meet the education, entertainment and healthcare needs for the children of Hajj pilgrims. This helps to reduce the likelihood of congestion and infection, lost children or dangers at the holy sites, while the pilgrims perform their rites.

Pilgrims with children can request this service during Hajj permit registrations at the Ministry’s portal starting from this year. In addition to both the Ministry of Hajj and Umrah and the Ministry of Education, other entities participating in this service include the Ministry of Health, Ministry of Labour and Social Development and Tatweer. Tatweer is wholly-owned by the government and provides educational services.

Children aged from two months to 10 years will be welcomed from 18 to 24 August, categorised as:

– Infants from 2 months – 1.5 years

– Toddlers from 2 – 3 years

– Children from 6 – 10 years

They will be educated in five languages: Arabic, English, French, Malawi and Turkish.

Children will be protected by various means, including access controls using fingerprints for children, parents and authorised staff, as well as identity checks with relevant security entities. The system also includes surveillance cameras.

Education and national economic success linked for young Muslim women

Pew Research suggests that the state of women's education in Muslim societies today boils down to economic success, and not religion in a new analysis of Pew Research Center data on educational attainment and religion.

"It’s true that, historically, Muslim women have received less schooling than females of other major religions (except Hindus); they also have lagged behind Muslim men in educational attainment, according to previous analysis by Pew Research Center. More recently, however, Muslim women have been catching up – not only with Muslim men but also with other women around the world," said Conrad Hackett, a Senior Demographer and Associate Director of research at Pew Research Center, and Dalia Fahmy, Senior Writer/Editor at Pew Research Center, in a Fact Tank article.

The new study*, co-authored by Hackett, analyses the Center’s education data and appears in the Population and Development Review. The analysis shows that a country’s wealth is the most important factor determining how much education a woman receives.

For example, young Muslim women who are Saudi citizens, defined as those born between 1976 and 1985 in KSA have an average of 11.5 years of schooling, compared with 11.8 years for the country’s young men and two years of education for older Muslim women, defined as those born between 1935 and 1955. 

Researchers also examined factors in Muslim communities that might play a role in influencing education for women, such as the degree of gender discrimination in a country’s family laws, the percentage of its population that is Muslim and the share of Muslims who reported that religion is very important to them. "The study finds that none of these elements had a significant impact on the results," said Hackett.

*The study was by David McClendon, Hackett, Michaela Potančoková, Marcin Stonawski and Vegard Skirbekk. McClendon is a former Research Associate at the Center.

Primary 1 Joint Madrasah Admission Exercise for 2019 begins

Madrasah Al-Ma’arif Al-Islamiah, Madrasah Alsagoff Al-Arabiah, Madrasah Irsyad Zuhri Al-Islamiah and Madrasah Wak Tanjong Al-Islamiah are conducting the Primary 1 Joint Madrasah Admission Exercise for the 2019 school year.

A joint effort between the Islamic Religious Council of Singapore (Majlis Ugama Islam Singapura, Muis), and the four full-time madrasahs offering primary level education, the exercise allows interested parents and legal guardians with eligible children to apply to the madrasahs online.

Children born on or between 2 January 2012 and 1 January 2013 are invited to apply to one of the four madrasahs for admission to primary 1 in 2018 via their websites:

Singapore asatizah outreach to expand in 2018

The Islamic Religious Council of Singapore (MUIS) has announced that the Asatizah Youth Network (AYN), formed in 2017 to prepare Singapore's asatizah (religious teachers, singular 'ustaz') to be more proactive in engaging Singapore youth on social media, will grow from 11 to 30 asatizah by the end of 2018.

"Over the next years, asatizah in this network will be trained in digital media engagements and counselling techniques to build resilience in our youth against online radicalisation," MUIS said in a Facebook post.

"Drop-in sessions will also be conducted at Masjid Al-Falah to engage youth in a safe space and allow them to clarify any doubts and concerns on problematic ideologies that they may come across online."

Asatizah in AYN are chosen for their online presence and influence. The focus on AYN was shared by the Singapore Minister-in-charge of Muslim Affairs, Dr Yaacob Ibrahim, during the Committee of Supply debate for 2018.

Singapore furthers development plans for own Islamic College

Dr Yaacob Ibrahim, Singapore Minister for Communications & Information, the Minister in charge of Muslim Affairs and the Minister in charge of Cyber Security has made visits to students at Islamic academic institutions in Turkey and KSA as part of a trip whose main focus is the Haj Ministerial Meeting in KSA.

In a visit with Singapore students studying at the Islamic University of Madinah Al-Munawarrah and Umm Al-Quraa University in KSA Minister Yaacob noted, "I was glad that the students understood the important role asatizah have to play in Singapore and how our young and upcoming asatizah should continue to upgrade their skills to improve the way religious content is communicated, contextualised and disseminated to multicultural societies such as Singapore."

He added that insights gained will shape Singapore's own Islamic college, an idea which was mentioned as far back as July 2016. 

The Singapore connection to Turkey is strong as several of Singapore's madrasah graduates received scholarships for tertiary education in Turkey, he said. Minister Yaacob went to the Istanbul, Marmara and Ibn Khaldun Universities, where he met with key administrators and renowned scholars of Islam, including the Mufti of Istanbul, HE Professor Dr Hasan Kamil Yilmaz, the Rector of Istanbul University, Professor Mahmut Ak, the Rector of Marmara Üniversitesi, Professor Mehmet Emin Arat, and the Dean of Faculty of Islamic Studies at Ibn Khaldun University, Professor Bilal Aybakan.

Discussions centred around Turkey’s philosophy in education and how it integrates religious traditions with modern sciences. "We also discussed practical issues such as employment prospects for graduates of Islamic studies or Faculties of Theology," he said. 

He also talked to Singaporean students teaching and studying for their PhDs in Islamic law in Istanbul. "I was also heartened to hear their aspirations of giving back to the community and Singapore upon their return," he shared.

Muhammadiyah Welfare Home hands out record number of Al-Fatih scholarships

Fourteen ex-residents of the Muhammadiyah Welfare Home (MWH), a model rehabilitation institution for boys, received Al-Fatih scholarships in 2018. This is a bumper crop for the home, which offered two Al-Fatih scholarships in 2016.

"We gave out the awards to 14 boys who are our former residents. One doing a course in the polytechnic; one in PSB Academy; and the rest in ITE (NITEC and higher NITEC)," said Dr Mariam Aljunied, MWH Management Committee Member.

The scholarship, worth S$2,500, comes with some strings attached. Each recipient must return to MWH once a month. "That's the window of opportunity for us to give counsel, advice, check in on these boys and extend help and support if needed, even after they've left us," Dr Aljunied said.

New workshops on Al-Ghazali's books start February

Islamic education and outreach organisation SimplyIslam.sg has organised a sequel to its September 2017 workshops on The Life & Thoughts of Imam Al-Ghazzali (الغزالي) in September 2017. Abū Ḥāmid Muḥammad ibn Muḥammad Al-Ghazali is an influential Muslim scholar who lived from 1058 to 1111. 

The school has a new 40-week course, Journey with Imam Al-Ghazzali, that will go more in-depth into several of Imam Al-Ghazali's books. The course aims to uncover Al-Ghazali’s advice and spiritual practices to make daily routines more meaningful and purposeful. Books that will be covered include:

– Munqidh min al-Dalalah (المنقذ من الضلال)
– Book of Intentions
– Secrets of Outer Worship
– Remembering Death
– Book of Tawbah (كتاب التوبة)

Singapore's Office of the Mufti releases new video

Singapore's Office of the Mufti has added a video about darul Islam (abode of Islam) and darul harb (abode of war) to its series of short YouTube videos focused on what it means to be a Muslim in the modern world.

In the latest video in the Muslims in the Contemporary World series, Professor Ebrahim Moosa, Professor of Islamic Studies in Notre Dame's Kroc Institute for International Peace Studies, Department of History, and Keough School of Global Affairs, talks about how to interpret these concepts in modern times.

Earlier videos include a video where American Islamic scholar and President, Zaytuna College Sheikh Hamza Yusuf discussed if Muslims should honour other cultures, as well as another video about Muslims and politics.

Muis announces O level results for madrasah candidates

The Islamic Religious Council of Singapore (Muis) has announced that of the 354 madrasah candidates who sat for the 2017 Singapore-Cambridge General Certificate Ordinary Level (O level) examinations, 98.9% have received certificates.

In Singapore, madrasahs are schools which offer Islamic religious instruction in addition to the national curriculum. There are six full-time madrasahs in Singapore, Madrasah Al-Arabiah Al-Islamiah (MAI), Aljunied, Madrasah Irsyad Zuhri Al-Islamiah, Madrasah Al-Ma'arif Al Islamiah, Madrasah Al-Alsagoff Al-Arabiah and Madrasah Wak Tanjong Al-Islamiah. All six fielded candidates for the O levels in 2017, and Al-Irsyad reported on its Facebook page that student Izzah Nuwairah Bte Zailan received straight As in the O levels.

Muis shares PSLE figures, Islamic education fund growth

The Islamic Religious Council of Singapore (Muis) has announced on its Facebook page that out of 264 Singaporean religious school (madrasah) students who sat for the primary school leaving examination (PSLE) this year, 98.5% have been assessed suitable to proceed to secondary school. This in an increase of 0.3% from last year.

Madrasahs that offered PSLE this year attained scores higher than the PSLE benchmark set by Ministry of Education, Muis said.

Muis also shared earlier in the month that 505 students have benefitted from the Islamic Education Fund (IEF) this year as a result of enhancements to the scheme. The IEF was introduced in 2004 to ensure that Islamic education (IE) classes at mosque-based madrasahs remain affordable.

In total, about 4,100 students will benefit from the S$1.4 million to be disbursed this year. This amount is 10% higher than in the preceding year and is the largest amount disbursed thus far, made possible by zakat contributions from the Singapore Muslim community.

Five principals who are coordinating the 38 aLIVE centres were given approval letters for disbursement by Singapore Mufti Dr Fatris Bakaram at a IEF disbursement ceremony. Dr Fatris also presented the inaugural Virtuous Student Award to 62 students during the same ceremony. Award winners have displayed exemplary attributes and portrayed excellence towards in the pursuit of Islamic knowledge.

University of Pennsylvania senior wins Malaysian Rhodes Scholarship

Adnan Zikri Jaafar, a University of Pennsylvania senior from Malaysia, has been awarded a Malaysian Rhodes Scholarship for graduate study at the University of Oxford. The 2017 awards bring the number of Penn Rhodes Scholars to 26.

“All of us at Penn are enormously proud of Chris and Zikri,” said Penn President Amy Gutmann, commenting on Adnan's scholarship and that of US senior Christopher D’Urso. “Our newest Rhodes scholars share a passion for community engagement, human rights and social justice. Their work embodies the finest attributes of Penn scholars who are working to make a profound difference in the world."

Zikri’s undergraduate research has focused on social-impact bonds. He also has done volunteer work with refugees and has been an ambassador for Penn’s Giving What We Can. Chris and Zikri are extraordinarily talented, engaged and committed individuals who are deeply deserving of this preeminent recognition.”

Adnan is enrolled in the Huntsman Program in International Studies in Business offered through Penn’s School of Arts and Sciences and Wharton School. He is majoring in finance, statistics and international studies, with a minor in mathematics, economics and philosophy. At Penn he has served as a Fox Research and Service Fellow and a Wharton Research Scholar.

Earlier this year, he conducted research on social-impact bonds to assess alternative approaches to improving the impact of zakat distribution in Malaysia. He volunteers for the PA Refugee Task Force in Philadelphia in the US and at Syrian refugee schools in Irbid, Jordan, and is also an ambassador for Penn’s Giving What We Can.

At Oxford, Adnan will pursue a master’s degree in evidence-based social intervention and policy evaluation, along with a master’s in financial economics.

New law on Dubai Knowledge Fund

In his capacity as Ruler of Dubai, VP and PM of the UAE HH Sheikh Mohammed bin Rashid Al Maktoum has issued legislation on the objectives, authorities, responsibilities and organisational structure of Dubai’s Knowledge Fund. 

Law No. (16) of 2017 aims to support Dubai’s vision for the education sector in line with approved policies and strategic plans, and help secure funds for educational initiatives and projects in Dubai and enhance assets and investments in the sector.

Pursuant to Law No. (16) of 2017, the Knowledge Fund is responsible for managing and investing allocated funds and assets according to policies approved by the Board. The Fund is authorised to establish private businesses, enter joint ventures, launch education projects, invest in existing education enterprises and allocate land for education-related projects. The law also prescribes the procedures for the formation and the responsibilities of the Board of the Knowledge Fund.

Crown Prince of Dubai and Chairman of Dubai Executive Council HH Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum also issued the Executive Council’s Resolution No. (59) of 2017 forming the Board of the Knowledge Fund. Ahmad Abdulkarim Julfar chairs the new Board. Members of the Board include a representative each from Investment Corporation of Dubai, Knowledge and Human Development Authority, the General Secretariat of Dubai Executive Council and Dubai’s Department of Finance, in addition to Anisa Mohammed Al Shareef and the CEO of the Knowledge Fund.

The Board of the Knowledge Fund is authorised to issue policies and procedures required to implement Law No. (16) of 2017, which replaces Law No. (9) of 2010 on Dubai’s Knowledge Fund and annuls any other legislation that contradicts or challenges its articles. Law No. (16) of 2017 and Resolution No. (59) of 2017 will be published in the Official Gazette and are valid from the date of publication.

Madrasah Enrichment course

Designed for Primary 1 and 2 madrasah students, this course aims to help the children overcome one of the more common areas of weakness, oral communication.

The interactive lessons are designed to help the children grow their confidence and increase their vocabulary.

YouTube videos on being Muslim in the contemporary world

Singapore's Office of the Mufti has begun a new series of short YouTube videos focused on what it means to be a Muslim in the modern world.

The series, Muslims in the Contemporary World, features insights from local, regional and international scholars on the understanding and practice of Islam. Questions to be discussed include whether Islam can coexist with democracy and if Muslims should acknowledge holidays from other faiths.

The first video features American Islamic scholar Sheikh Hamza Yusuf discussing if Muslims should honour other cultures.

President Jokowi gives scholarships to Islamic students in Madura, Indonesia

October 8 where he met clerics, Islamic school caretakers, and Islamic students
from Madura Island who had done well academically at Al Amien Prenduan
Islamic School in Sumenep Regency, East Java, Indonesia. 

Indonesian President Joko “Jokowi” Widodo is optimistic that Indonesia has human resources with high-quality skills after witnessing the number of high achievers among Islamic students with in Madura Island, East Java.

He has responded by conferring scholarships on the students after discussions with Minister of State Secretary Pratikno.
