MUIS appoints 239 mosque management board members at 18 mosques

The Islamic Religious Council of Singapore (MUIS) appointed 239 Mosque Management Board (MMB) members to serve in all 18 mosques located within the District East.

These appointments have increased the total MMB membership by about 37% compared to the previous term, with 81 members serving their first term. MMB member profiles include lawyers, engineers, IT professionals, educators and business owners, alongside religious scholars (asatizah). MUIS has also observed greater inclusion of women (Muslimah) and younger members, with 40% of MMB members being under 45 years old, reflecting an inclusive philosophy that helps mosques stay relevant and prepared for future challenges.

Kadir Maideen, Chief Executive of MUIS, was heartened to see the transformation taking place within the mosque leadership. “We are seeing more individuals from all walks of life with diverse talents coming forward to serve our mosques. This is a testimony of how our mosques have progressed in our efforts to remain relevant and responsive to current and future challenges,” he said.

Among the new MMB members is Sri Nur Asma-Ul-Husna Mohamed Hussain, 29, who will serve on Masjid Darul Aman's board. Her appointment reflected the younger generation's commitment to mosque leadership. As a first-time MMB member, she hopes to bridge generations through fresh perspectives in youth engagement and digital communication, ensuring the mosque remains a safe and welcoming space for people of all ages.

"What inspires me most is the opportunity to serve the community that prays, learns, and grows within the mosque. Having benefitted from mosque programmes throughout my spiritual journey and working with youth, I feel a strong responsibility to give back," she shared.

"This drives my desire to contribute as an MMB member, ensuring future generations can access the same meaningful opportunities that enriched my faith journey."

Shahrez Shah Rahmansa Marican, 37, will serve on Masjid Alkaff Kampung Melayu's board. As a first-time MMB member, he aims to leverage his background in training and digital transformation: "I look forward to contributing in areas where my background can be most valuable, particularly in training, development, and digital transformation," he said. He plans to support capability development, enhance operational processes, and explore innovative community engagement methods to help mosques evolve as dynamic centres of knowledge, faith, and service.

As part of the strategic leadership development, several experienced MMB members have been rotated to take on key appointments at different mosques within District East. This rotation system allows for the sharing of best practices and expertise across the district whilst fostering stronger inter-mosque collaboration and knowledge transfer. Singapore Acting Minister-in-charge of Muslim Affairs Faishal Ibrahim said: “Strong mosque management ensures that resources are used wisely and that programmes meet the growing and diverse needs of the Singapore Muslim community. Every contribution is important, whether it is helping with religious programmes, youth activities, senior care, or administrative support. And our mosque volunteers work hard to ensure we provide impactful and quality programmes for our community.”

Continuing for a third term, Madam Zulraidah Mohamed Arsad, who will be serving as Secretary of Masjid Al-Mawaddah, noted significant developments and progress made by the District throughout her two previous terms at Masjid Kassim. "The District East focus groups - covering areas like Community Religious Life, Social Good, and Organisational Excellence - have successfully addressed our congregations’ needs while fostering a responsive, community-driven culture. Moving forward, our youth and senior-focused initiatives will provide mosques with strategic guidance for programme planning, ensuring we meet the evolving needs of these vital demographic groups with purpose and relevance."

Muhammad Haikal Bin Mohamed Harun, who served previously at Masjid Al-Islah, expressed his enthusiasm for the new appointments, as Vice-Chairman II of Masjid Kassim. "I'm excited to work with our newly appointed members, as each brings unique experiences and expertise that will strengthen our team. Our priority is building synergy and strategic planning to prepare the mosque for future challenges. We remain committed to building on existing legacies that serve both our Muslim community and the broader society."

District East mosques have adopted innovative approaches in delivering Islamic learning. Notable initiatives include QuranBit, a virtual Quranic learning platform launched by Masjid Wak Tanjong that now serves over 1,600 students through 90 qualified teachers, and Rumah Ngaji by Masjid Darul Ghufran offering home-based learning. The mosques have also embraced modern outreach through social media initiatives like The Talking Dome and The Ladies Minaret podcasts from Masjid Al-Istighfar.

The mosques in District East have also shown strong commitment to supporting vulnerable communities. The ZakatSD project piloted in District East in 2023, provides a “no wrong door” approach for financial assistance. It is now implemented at 61 mosques across Singapore. Other unique initiatives in District East include the Tazkiyah programme for former transgender inmates at Masjid Haji Mohd Salleh Geylang, and the Madanis programme for children with intellectual disabilities at Masjid Al-Istighfar. Masjid Al-Islah and Masjid Kampung Siglap have also initiated efforts to offer Islamic education for the hearing-impaired community.

At the One Mosque Sector Summit held in February 2025, the mosque sector has identified youth and seniors as key priorities for the next three years and beyond. Mosques are moving towards developing more creative programmes to attract more youths to participate and be connected to the mosque community. Plans are also being initiated to develop more senior-friendly spaces and programmes for seniors seeking spiritual and social engagement.

In addition, the mosque sector will continue to strengthen its organisational capabilities, service standards and operational delivery. This would include improving prayer facilities and raising the quality of delivery of Islamic learning and community services - as part of its commitment to better serve the community.

This appointment ceremony represented MUIS's commitment to nurturing a dynamic, responsive, and impactful mosque community that can serve the diverse and evolving needs of the Singapore Muslim community. Through these efforts, MUIS will ensure that mosques remain vibrant centres of spiritual life and community engagement for generations to come.

Singapore PM releases further details about upcoming Islamic College

Singapore PM and Minister for Finance Lawrence Wong has shared more details about the Singapore College of Islamic Studies (SCIS) in his National Day Rally 2025 speech on 17 August 2025.

Speaking in Malay, PM Wong shared that the Islamic Religious Council of Singapore (MUIS) has been working with local and overseas partners to develop a curriculum for the SCIS.

"Tonight, I am happy to announce that SCIS will have its own campus. It will be located next to the Singapore University of Social Sciences (SUSS) campus in Rochor. SCIS and SUSS will be housed in their own buildings, which will reflect their own unique identity and purpose," he said.

"SCIS students will be able to take SUSS’s social science courses as part of their studies. Both institutions will also share facilities. This way, students from both institutions can better interact with one another, enriching their campus lives."

MUIS announced on Facebook that the new SCIS campus will feature Islamic architectural elements and dedicated Islamic studies facilities in addition to shared spaces with SUSS, including its library and recreational areas. There will also be collaborative research and project opportunities for SCIS and SUSS faculty members.

Mufti Dr Nazirudin Mohd Nasir, who is also head of the SCIS Steering Committee, said the strategic location of the campus would help prepare asatizah with skills to handle increasingly complex challenges ahead, and that the proximity of the two institutions would facilitate exchanges in expertise, skills and perspectives.

SCIS will welcome its first 60 students at the interim Bencoolen campus in 2028 while the new campus is being built.

The Singapore Muslim community currently lacks a national institution of higher learning to complete the Islamic learning journey begun by the establishment of full-time madrasahs. The concept of an SCIS had been mentioned as early as 2016, and as recently by PM Wong as 2024, where he said in his National Day Rally 2024 speech that the SCIS "will nurture our future Singapore Islamic leaders". 

He later shared on LinkedIn that the SCIS will offer two full-time degree pathways: Islamic Studies and Social Sciences. "...So students can choose to graduate and become religious teachers, or they can join the social sector," he said in late 2024.

MUIS has announced the establishment of Singapore College of Islamic Studies’ (SCIS) Board of Governors (BOG) in November 2024. The BOG leads the strategic oversight of the college and is chaired by Abdullah Tarmugi.

The advisory panel for the Singapore College of Islamic Studies (SCIS) gathered for its inaugural meeting in Singapore on 24 June 2025. There are 10 experts in the panel, which is chaired by Acting Minister-in-charge of Muslim Affairs in Singapore, Associate Professor Muhammad Faishal Ibrahim, including HE Dr Nazir Ayyad, the Grand Mufti of Egypt, and Dr Salama Dawood, President of Al Azhar University.

SCIS has partnerships with SUSS, Egypt's Dar al-Ifta, the University of Jordan, and Al-Qarawiyyin University of Morocco to enhance interdisciplinary learning, cultural exchange, language skills, and Islamic scholarship, enriching students' education and careers.

MUIS sees the SCIS-SUSS partnership as presenting opportunities to foster interdisciplinary learning, cultural exchange, and networking between students from both institutions.

MUIS further hopes that collaborating with Dar al-Ifta, an Islamic advisory, justiciary and governmental body, will allow SCIS graduates to gain advanced standing in Dar al-Ifta's Professional Diploma Programme in Fatwa Studies.

The University of Jordan is to offer SCIS students opportunities for Arabic language immersion and cultural exchange, broadening their understanding of Islamic scholarship in a global context as well.

SCIS’s partnership with Al-Qarawiyyin University is expected to pave the way to developing new paradigms in Islamic studies that are both rooted in tradition and relevant to contemporary societies.

MUIS welcomes 20th Council

The Islamic Religious Council of Singapore (MUIS) has welcomed its 20th Council, which guides MUIS in overseeing Singapore’s Muslim community's socioreligious needs. Their three-year term runs from 7 August 2025 to 6 August 2028. 

Under Section 7 of the Administration of Muslim Law Act (AMLA), President Tharman Shanmugaratnam has appointed the Council members, which includes MUIS's President Mohamed Sa’at Abdul Rahman; Chief Executive Kadir Maideen; and Dr Nazirudin Mohd Nasir, the Mufti of Singapore. 

Other members were recommended by the Singapore Acting Minister-in-charge of Muslim Affairs Associate Professor Muhammad Faishal Ibrahim and President Mohamed Sa’at from nominations by various Muslim organisations. 

MUIS's new Council blends draws both senior and emerging leaders from across the education, public service, corporate, religious, and social sectors. It will see a diverse team of seven returning members and nine new appointees who will set the direction of MUIS's key initiatives and strategic thrusts in the next three years. 

Associate Professor Muhammad Faishal Ibrahim commented: “Today's rapidly changing environment requires both experienced leadership and innovative perspectives to steer our community forward and ensure that its socioreligious needs are well cared for. 

"The 20th MUIS Council embodies this balance. Collectively, their diverse expertise reflects our continued commitment to shape impactful policies and deliver targeted programmes, in tandem with our community's evolving needs. I thank the outgoing 19th Council members for their contributions. I am confident that the new Council will bring in fresh insights that will benefit MUIS and the community, and I encourage MUIS to continue strengthening its partnership with the community and its key partners.” 

Maideen stated: "The new Council's diverse expertise will bring fresh perspectives to our deliberations. As we welcome them, we thank our outgoing Council members for their leadership and dedicated service. Their achievements have laid a strong foundation, which the incoming Council will build upon to develop innovative solutions for current and future challenges." 

Ustazah Dr Siti Nur 'Alaniah Abdul Wahid, a new member of the Council said: "Our blend of new and experienced Council members creates a strong team for our Muslim community. The generous guidance offered by longer-serving members, combined with fresh perspectives from new appointees, positions us well to build on impactful and sustainable programmes while finding innovative solutions. I appreciate their support as we begin this important work together."

Johor Economic, Tourism and Cultural Office Singapore (JETCO) has been solidifying Johor as a destination within the Singapore tourism landscape with a number of collaborations, including:

A digital tourist counter

Established at Suntec City with WTS Travel, the counter enhances accessibility for travellers by providing real-time travel information and seamless booking services for Johor-bound visitors within a key Singapore retail hub. 

Johor Tourism Ambassador Program 

Set up with Les Clefs d'Or Singapore and the Concierge Association Singapore, the programme equips concierge professionals with in-depth knowledge of Johor's tourism offerings, enabling them to serve as tourism ambassadors and direct more travellers to the state. 

These initiatives align with Johor's vision to strengthen tourism ties with Singapore, especially in preparation for Visit Johor Year 2026, which is expected to attract a surge of international visitors. 

In his welcome address, at a recent  Table Talk session, YB Dato' Hasni Mohammad, Executive Chairman of JETCO, said that the goal is to turn "transit visitors into extended-stay tourists and day-trippers into repeat guests". 

He said: "Johor and Singapore share more than just a border - we share a common vision for tourism growth, and JETCO is here to ensure that vision becomes reality. JETCO serves as the bridge between Johor and Singapore, the driving force behind tourism promotion, and the facilitator of partnerships that benefit both destinations." 

Singaporean tourists are expected to take relatively short trips across the border. For such visitors, Johor offers resorts such as Desaru Coast, theme parks including Legoland and Sunway X-Park, as well as value for dining, shopping, and leisure.

For tourists flying into Singapore, Johor could be an additional destination to a Southeast Asian itinerary. The Malaysian state is less than an hour's drive away and offers beaches, rainforests, and rich cultural heritage.

Johor is also a paradise for golfers, home to 27 world-class golf courses that cater to both amateur and professional players. 

"Let's start a conversation, explore partnerships, and make Johor the next big destination in your portfolio," the Executive Chairman concluded.

Celebrate iftar at the Grand Hyatt Singapore

The Grand Hyatt Singapore welcomes guests to celebrate the spirit of togetherness with an iftar buffet at StraitsKitchen, Singapore’s first halal-certified buffet restaurant in a five-star hotel on Orchard Road.

Under the guidance of Chef Mohamad Mohamed Abdelmoety Ahmed, Chef Khairul Akmal Bin Zakaria, and Chef de Cuisine Nelson Wong, StraitsKitchen’s culinary team has prepared an extraordinary Ramadhan experience. 

Till 31 March 2025, StraitsKitchen will offer a buffet that brings together authentic Singaporean flavours with a touch of Middle Eastern cuisine. 

The dining experience begins with a selection of traditional mezze (appetisers), including smoky baba ghanoush and silky hummus, served with warm pita bread. 

Beyond the appetisers, guests can enjoy a variety of live stations and regional specialties celebrating both Malay and Arabic traditions. In addition to the Malay barbecue station serving chicken, beef, and mutton satay accompanied by warm peanut sauce and traditional ketupat (rice cakes), guests can enjoy Middle Eastern street food at its finest with the shawarma station, serving freshly-carved chicken shawarma wrapped in warm pita bread, topped with lettuce, onions, and tahini sauce.

Guests craving hearty mains can enjoy ayam buah keluak, a rich Peranakan specialty: braised chicken cooked with nutty buah keluak*, and beef rendang, a slow-cooked, coconut-infused beef dish fragrant with lemongrass and other aromatics. Seafood lovers will be delighted with ikan bakar, where sustainable barramundi is grilled to perfection, then served in a banana leaf and slathered with sambal. Udang Belado, a fiery tiger prawn stir-fry coated in homemade belado sauce, is another option.

To complete the feast, guests can indulge in handcrafted desserts, from flaky baklava filled with crushed nuts and drizzled with Arabic syrup, to dense, honey-soaked basbousa topped with toasted hazelnuts. The buffet also offers traditional Southeast Asian desserts, including pulut hitam (black glutinous rice in coconut milk), goreng pisang (crispy banana fritters), and bubur cha cha (a creamy coconut dessert with yam, sweet potato, and sago pearls). Sweet treats like chendol as well as an assortment of durian mochi and Nonya kueh are also on the menu.

In the evening, the Ramadan Dinner buffet offers a spread of dinner exclusives. In addition to the core mezze offerings of hummus and baba ghanoush, the dinner spread presents tabbouleh, fattoush, tzatziki, feta cheese salad, and warak enab (grape leaves stuffed with Arabic-spiced rice and raisins). The seafood on ice station adds on slipper lobster, mussels, and clams in the evenings to accompany the black tiger prawns available throughout the day.

Dishes like lamb mandi (fragrant steamed basmati rice with saffron and slow-cooked lamb, topped with pine nuts and coriander) and sayaduyah rice (صيادية, an Arabic dish of jasmine rice cooked with shrimp, barramundi, and spices) offer a taste of the Middle East’s vibrant culinary heritage, and guests can savour the kambing qorma (a rich, slow-braised lamb dish infused with creamy cashew nut sauce and aromatic bell peppers) and mahshi felfel (capsicum stuffed with spiced rice, dill, tomato, and minced beef). 

The dinner buffet is rounded out with comforting soups, including sup tulang merah, a robust, red-hued mutton bone stew served with crusty baguette, and sup ayam Palembang, a delicate kampung chicken soup with tofu and fresh basil leaves.

To end the meal on a sweet note, guests can visit the Date Bazaar, featuring an exquisite selection of premium dates from across the Middle East and North Africa, including the rich, caramel-like Ajwa and the chewy and flavourful Mabroum from KSA, the prized Medjoul from Jordan and Palestine, and the delicate Deglet Nour from Tunisia. Complementing these are natural dried figs and apricots from Turkey. Guests can also enjoy warm treats such as the aish el saraya (عيش السرايا), a classic Arabic bread pudding perfumed with fragrant syrup, as well as ladida coconut, a confection blended with mixed dried fruits.

StraitsKitchen also invites guests who are not fasting to experience the lunch buffet, which features a selection of local and regional favourites from Singapore’s Malay, Chinese, Indian, and Peranakan cuisine, complemented by a touch of Middle Eastern flair.

Wealthcare and savings app certified shari'ah-compliant

Singapore-based wealthcare and savings app Hugosave has been certified shari'ah-compliant by a consortium comprising Islamic Finance Singapore (IFSG), Ustaz Kamal Mokhtar, S Tradition, and Masryef.

David Fergusson, CEO, Hugosave said, “Our vision has always been to build financially healthy and thriving communities, and this certification from the consortium of established shari'ah advisory companies reinforces our commitment to the Muslim community in Singapore.

According to a 2022 report by the Islamic Corporation for the Development of Private Sector (ICD) and Refinitiv, Islamic financial assets grew to about S$4 trillion from S$2.17 T between 2015 and 2021, and are projected to rise to roughly S$5.9 T by 2026*.

900 from Singapore to go on Hajj

The KSA Ministry of Haj and Umrah has officially allocated 900 places for Singaporean pilgrims for 2024.

The Singapore Minister-in-charge of Muslim Affairs, Masagos Zulkifli, signed the Hajj agreement with the Ministry of Hajj and Umrah.

Eligible pilgrims have been issued Letters of Offer via the MyHajSG portal by the Islamic Religious Council of Singapore (Muis) according to their queue position in the Advance Haj Registration System. All prospective pilgrims have confirmed their places and have purchased their Hajj packages from authorised travel agents. 

There are 54,000 pilgrims still awaiting their turn.

Nuodle to take halal beef noodles and more to Dubai

Nuodle, Singapore's first and only halal beef chain of quick-serve restaurants, has announced plans to open its first overseas outlet in Dubai this year. The outlet will be directly owned and managed by the Nuodle team from Singapore. Beef used in Dubai outlets will be sourced in-country.

"We believe that our brand represents Singapore, and itis time to share our passion for food and our heritage with the world. We are thrilled to open our first branch in Dubai, and we are confident that our customers will appreciate the authentic taste of our halal beef noodles," Nuodle's founder and MD Jerry Liao said.

The company recently added mala beef lamian (mala beef noodles, S$8.85) and classic fried bee tai mak (S$7.50) to its menu.

The brand was set up to showcase Chinese cuisine, with a focus on the relatively rare Lanzhou beef noodles. Since the opening of the first Nuodle outlet at Singpost in 2017, Nuodle has served more than 1 million bowls per year of affordable Lanzhou beef noodles in Singapore.

Liao subsequently added sweet-and-sour dumplings from Xi’an, Hunan vermicelli fish soup, and spicy gizzard dry sauce noodles from Sichuan. A mala dish was added to appeal to those who like spicy food.

The mala flavoured beef noodles feature Nuodle's tender mala beef, made from a secret recipe, as well as Nuodle's homemade beef broth. Other ingredients include Shanghai greens, coriander, and garlic sprouts. According to Nuodle, the beef and broth are stewed for four to five hours before serving.

Nuodle's other new dish, classic fried bee tai mak, fuses Chinese cuisine with Singapore tastes. Nuodle uses a secret recipe for the sauce, which is fried with chewy bee tai mak, chicken thigh meat, cabbage, capsicum, onion, and Shanghai greens.

"The history of noodle-making is an integral part of our brand, and we are proud to continue this tradition in a modern halal setting. The unique aroma and flavour of beef and noodles in our carefully brewed clear broth, made with clean white turnips, brilliant red chili oil, green cilantro, and a blend of traditional Chinese spices, is a taste that everyone should experience,” Liao suggested.

Nuodle also introduced the concept of hand-pulled noodles to complement its beef noodles. Five types of hand-pulled noodles are available at Nuodle flagship outlets at SingPost Centre, Our Tampines Hub, and Compass One. The broth is prepared with halal beef, beef bones, beef liver, and seasonings.

Help wanted for Project Goodwill Aid Hari Raya Drive, Raya child sponsorship

Volunteer group Project Goodwill Aid (PGA) is bringing back a number of Ramadhan initiatives this year, including the PGA Hari Raya Drive 2023 and an invitation to sponsor a child for Hari Raya (Eid).

The Singapore non-profit performs acts of charity year-round, but has seasonal activities during the month of Ramadhan. The group's Hari Raya Drive 2023 will involve the distribution of a festive gift set and green packets.

PGA is asking for:

- Contributions in kind, of any type and amount of halal-certified Raya goodies

- Monetary donations to be given as green packets (duit Raya)

- Prepared green packets filled with any amount

Donations will be made up into gift sets comprising three jars of cookies, two bottles of crackers, a 1.5 l bottle of a soft drink, S$10 NTUC voucher, and a green packet containing an unspecified amount.

Nine hundred offered Hajj pilgrimage opportunity in Singapore

The Islamic Religious Council of Singapore (Muis) is issuing offers to 900 individuals for Hajj 2023. All selected pilgrims will be notified via SMS and email to check their letter of offer (LOO) via the MyHajSG portal.

To confirm their place for Hajj 2023, pilgrims must purchase their Hajj package from a travel agent authorised by Muis, and complete procedural requirements listed in the MyHajSG portal by 26 February 2023.

Thirteen travel agents have been appointed to provide Hajj-related services this year. Pilgrims can view the information on the authorised travel agents and approved Hajj packages for 2023 at go.gov.sg/haj2023packages.

There are 30 approved Hajj packages, half of which cover stays of between 15 and 23 days, and the remainder covering stays of between 24 and 30 days.

Package prices have gone up by S$1,500, Muis said, mainly due to the higher government taxes and accommodation costs. The cheapest package costs S$8,490 (quad occupancy), and the typical average package price for is around S$14,150 (double occupancy). All packages exclude emergency medical assistance (EMA) and airfare. Pilgrims are encouraged to purchase additional travel insurance to supplement the insurance coverage provided by the EMA.

Singapore pilgrims depart for Hajj

The Chief Executive of the Islamic Religious Council of Singapore (Muis), Kadir Maideen has left Singapore for KSA as the head of the Singapore Pilgrims’ Affairs Office (SPAO).

On Facebook Maideen said: "For Muslims, performing the Hajj is the pinnacle of our faith. The sight of families and friends during the sending off of the pilgrims is a special shared moment which highlights the importance of this journey.

Given the significance of this journey, much preparations have gone towards this undertaking. The SPAO will take all necessary measures in ensuring the wellbeing and safety of our pilgrims, insha'Allah. Our medical team is also ready to provide any assistance, as well as support in adhering to the necessary protocol during the course of the pilgrimage in the holy lands of Makkah and Madinah. I seek the community’s continued prayers for a smooth and safe Hajj for all our pilgrims."

Common salary guidelines to be developed for asatizah in Singapore

Every year, the Islamic Religious Council of Singapore (Muis) organises a Workplan Seminar to cover the highlights of the previous year, and share new focuses for the current year.

2022 kicks off Muis' 7th Three Year Plan, which has three thrusts, developing the asatizah ecosystem being one of them. The plan will also focus on imbuing the community's religious life with Singapore Muslim values, as well as to mobilise and galvanise community assets for socioreligious development.

"As we look ahead, we must continue to focus on reinforcing our competences to strengthen our resilience for a successful future, including shaping our community’s religious life and strengthening the asatizah ecosystem. I therefore commend our asatizah for constantly upskilling to keep pace with the changing times and for providing religious guidance and care to our community meaningfully," said Masagos Zulkifli, Minister-in-charge of Muslim Affairs in Singapore, on Facebook.

Minister Masagos said that Muis will work with madrasahs and mosques to implement a Common Salary Guideline for asatizah so that they can be compensated fairly based on their skills, competency and the value that they bring to their jobs. More details on the salary guidelines will be released soon.

Minister Masagos further shared that the International Conference on Communities of Success would be taking place this September in Singapore. "Religious scholars, state officials, and community leaders worldwide will be in Singapore to discuss current and future issues impacting the socio-religious lives of Muslims," he said.

Singapore Hajj quota processed successfully

The Islamic Council of Singapore (Muis) has successfully processed all 407 places as granted by KSA. Pilgrims were given the Hajj places in accordance with the conditions and requirements for Hajj 2022 as well as the places in the Muis’ Advance Haj Registration System (AHRS).

Muis said that all pilgrims have registered with the officially-appointed Hajj travel agencies and paid for their preferred Hajj packages already. This year, 10 approved Hajj packages were available, half of which offer stays of 14-23 days, and the rest offering stays of up to 29 days.

Prices ranged from S$6,830 (quad occupancy) to about S$15,125 (double occupancy). All package prices quoted included emergency medical assistance but excluded airfare, masha'ar* (المشاعر) costs of between S$5,000 and S$9,000, and and prevailing taxes.

"Muis is now working to have their Hajj visas issued by the kingdom," the organisation reported.

*Masha'ar refers to the large-scale movements of pilgrims within specific boundaries in Arafah, Muzdalifah and Mina to fulfil their Hajj pilgrimage between 7 and 12 Dhulhijjah.

Singapore's Office of the Mufti explains determination of Shawwal

On May 1, Dr Nazirudin Mohd Nasir, Mufti of Singapore, announced that since the crescent for the month of Shawwal had already set after sunset according to astronomical calculations, May 2 would mark the 30th day of Ramadhan, and Eid would be on May 3.

The announcement caused confusion as neighbouring Malaysia announced that it would be celebrating Eid on May 2, as did a number of other countries around the world. This prompted the Office of the Mufti in Singapore to issue a statement on how the last day of Ramadhan is calculated:

Based on the guidance of the Prophet , scholars use two primary criteria, hisab (calculation based on the science of astronomy) and rukyah (رقى, the sighting of the moon) to determine whether the crescent moon is visible.

According to the statement, it is generally extremely difficult in Singapore to see the crescent moon because of predominantly cloudy conditions. Thus, Singapore uses commonly-agreed criteria used by the MABIMS countries (Brunei, Indonesia, Malaysia and Singapore) in determining the sighting of the crescent moon. This methodology is known as imkan ar-rukya.

The imkan ar-rukya criteria was most recently revised in 2021 based on more than 700 data points of crescent sightings from around the world. The new criteria considers two parameters during sunset on the 29th day of the Islamic month – the elevation of the crescent moon (which must exceed three degrees), and the degree of elongation of the sun and the moon (which must exceed 6.4 degrees).

Based on these criteria the crescent moon was not visible in Singapore at sunset on 29 Ramadhan. The Office of the Mufti together with experts in the science of astronomy (الفلك, falak) confirmed this by attempting to conduct a physical sighting of the new moon. This was unsuccessful.

While the religious authorities of other MABIMS countries reported that the crescent moon was visible, they only saw it at selected sites in their own territories.

Although the results differed, all MABIMS countries used the same method of determination which was based on the principles and guidance of the Prophet ﷺ, and their individual results are valid in their respective contexts, with Ramadhan in each country being a maximum of 30 days.

The Office of the Mufti also shared a hadith narrated by Imam Muslim that Mu’awiyah fasted till Friday whereas the rest of the Prophet's ﷺ companions fasted till Saturday based on the differences in sighting the crescent moon in the cities of Sham and Madinah. When asked why they did not simply standardise the fasting period, Ibn ‘Abbas replied that such determination (in following the geographical location of a person) was what had been taught by the Prophet ﷺ, even though it would cause different start and end dates for Ramadhan among Muslims.

Muis opens Hajj 2022 to 407

In response to new developments from the KSA Ministry of Hajj and Umrah, the Islamic Religious Council of Singapore (Muis) has filled this year's Hajj quota for Singapore with eligible pilgrims who were supposed to perform their Hajj in 2020. The pilgrimage had been deferred for Singapore pilgrims since 2020 due to COVID.

Muis had previously asked pilgrims who were affected by the deferment of Hajj in 2020 and 2021 if they would be interested to perform this year’s Hajj, and recorded their vaccination status plus latest contact details. This is part of Muis’ efforts to get prospective pilgrims to prepare early, remain flexible and be spiritually, physically, mentally, and financially ready to perform their Hajj. 

Those who have yet to reply to Muis are requested to do so by 29 April 2022, failing which they will be automatically placed in the queue for subsequent years. Muis has also confirmed that all other pilgrims who are in the Advance Haj Registration System will be automatically requeued to perform Hajj in subsequent years, subject to conditions and requirements as mandated by the KSA authorities. 

The Ministry of Hajj and Umrah recently announced that Hajj in 2022 will be opened to 1 million pilgrims, including 850,000 international pilgrims. Each country is accorded approximately 45% of their previous official pre-pandemic quota. Singapore has been granted a Hajj quota of 407 places, which is approximately 45% of the previous official quota of 900.

The Ministry also specified that this year’s Hajj will be allocated for pilgrims aged under 65. All pilgrims must be COVID-19 vaccinated with a KSA-approved vaccine and must submit a negative polymerase chain reaction (PCR) test within 72 hours from the time of departure to KSA. 

Muis is now appointing approved travel agents for Hajj 2022 and finalising the approved Hajj packages available for pilgrims. Muis will be announcing the list of approved travel agents and package prices on 4 May 2022. 

Muis is also finalising the list of pilgrims who are able to meet the conditions and requirements for Hajj 2022 and will be issuing formal letters of offer on 5 May 2022. Eligible pilgrims will be notified via SMS informing them to check their email for details on the collection of their letter. 

Upon accepting the formal offer from Muis, pilgrims are required to purchase Hajj packages with their preferred approved travel agent within three calendar days. 

Allocated pilgrims are strongly advised to prepare the following travel documents before purchasing their Hajj packages: 

- Valid passport (six months validity before departure date) 

- Colour passport picture (4 cm x 6 cm) 

- COVID-19 vaccination certificate (www.notarise.gov.sg)

- Meningococcal meningitis vaccination certificate

- Seasonal influenza vaccination certificate (recommended) 

Given the requirement of a negative polymerase chain reaction (PCR) test within 72 hours from the time of departure to KSA, pilgrims are strongly encouraged to purchase travel insurance that cover their medical expenses in KSA, trip cancellation and trip curtailment, should they fail their PCR test and cannot travel to KSA. 

Muis also stated that the cost of approved Hajj packages is dependent on costs in KSA. "We are still awaiting confirmation from the Saudi authorities, although there are indications that there will be an increase in costs compared to pre-pandemic times," the organisation said in a statement.

Muis announces logistics for Eid prayers

The Islamic Religious Council of Singapore (Muis) together with the mosque sector will open the booking window for Hari Raya (Eid) prayer slots on 28 April 2022 at 10 am. The prayer, which is scheduled to take place on 3 May 2022, will see 66 mosques offering a total of 153,250 spaces. 

Each of the 66 mosques will offer at least two sessions of Eid prayers. The first session will be conducted from 7.30 am to 8.15 a.m, and the second session from 8.45 am to 9.30 am. Of these mosques, 15 mosques that, based on data, are expecting bigger attendances will offer a third session from 10 am to 10.45 am. Congregants attending the third session at these selected mosques may walk-in to perform their prayer with no booking of slots required.

Based on attendance patterns and demand throughout Ramadhan, 60 mosques will cater to both male and female congregants while six mosques will cater to only male congregants. 

Muis encourages the community to plan accordingly, and to consider going to lesser crowded mosques that are located away from neighbourhoods and housing estates. Muis also asked congregants who are unwell or unable to attend the prayer to cancel their bookings so that others may get the slot.

Ramadhan worship services return to Singapore

The Muslim community in Singapore can look forward to Ramadhan worship services in mosques this year. Many of the activities were suspended in previous years due to Covid, the Islamic Religious Council of Singapore (Muis) has announced. Some safe management measures will remain for the safety of congregants and to reduce the risk of transmission, Muis said.

Muslims are encouraged to break their fast at home and perform their maghrib prayers (صلاة المغرب, sunset prayer) with heir families. They may then proceed to the mosques to perform the 'isha (صلاة العشاء, night prayer) and terawih prayers (صلاة التراويح). The community may also participate in other Ramadhan activities such as recitation of the Quran, night prayers and religious lectures as offered by mosques.

Muis continues to emphasise the importance of a cautious approach as more religious activities resume. "We also note the national posture of observing new developments to pandemic, such as the possibility of new strains and community outbreaks, which may necessitate further calibration and adjustments to religious life," the organisation said in a statement.

"We seek the support and understanding of the Muslim community to continue to be socially responsible, to show compassion and support to mosques’ staff and volunteers and safeguard public health as we perform our religious obligations in our mosques."

Muis guidance for various activities includes:

Breaking of fast 

For congregants who are unable to break their fast at home with family due to work commitments, some mosques may have an area - separate from the prayer area - where congregants may break their fast, subject to the prevailing safe management measures. Congregants may then perform their sunset prayers before returning to work. Overall, congregants who are able to are strongly encouraged to break their fast and perform their maghrib prayers with their family members at home.

Terawih prayers

Mosques will be conducting terawih prayers after the congregational 'isha prayers, starting at 8:45 pm. Dedicated spaces for female congregants will be made available at all mosques.

Attendance for both prayers must be reserved online. There will be a single booking window for the month, and congregants may book multiple times throughout Ramadhan. Congregants are advised to plan ahead, and to cancel their bookings if they are feeling unwell and unable to come. Bookings begin on 31 March 2022 at 10 am, with about 60,000 spaces available nightly.

Qiyam (قيام) and other activities

Qiyamullail (night prayers) will also be conducted at selected mosques during the last 10 days of Ramadan. No booking will be required, but qiyam sessions will end at 4:30 am. There will be no sleepover at mosques and pre-dawn meals will not be provided.

Mosques which are able to will also offer other activities such as tadarrus (تادرس القرآن, daily Quran reading), khatamul Quran and daily kuliah (lectures), with adherence to safe management plans similar to the daily prayers at mosques. Selected kuliahs at mosque will adopt a hybrid format, with the session being made available online through via SalamSG TV or mosques’ social media platforms.

To minimise risks of community transmission, as well as to remain within capacity limit for mosques, prayers during Ramadhan and Hari Raya Puasa (Eid) will be conducted within mosque premises, which will ensure proper adherence with the streamlined measures. Prayers previously held during pre-COVID times at void decks and other open areas will not be organised.

Support for low-income families

Zakat (زكاة) - alms - payment and disbursement activities will resume as per previous years at the mosque counters. Muslims are encouraged to continue paying zakat and making donations online. Zakat payment can be made via Zakat.sg, and the community can continue to donate to the centralised donation portal OurMasjid.SG to support mosque operational costs.

Zakat fitrah rates for Ramadan 2022 (1443) are S$5.10 (normal rate) and S$7.60 (higher rate) per person. Zakat fitrah will be collected on www.zakat.sg until 3 May, before the Eid prayer. Mosques will continue to support low-income households who are recipients of zakat assistance during Ramadhan. Social development officers and the network of mosque befrienders will continue to reach out to families on long-term zakat financial assistance. Zakat financial assistance will remain available from the 31 Social Development Mosques island-wide.

Safe resumption of religious life

The Office of the Mufti will release Ramadhan FAQs via social media to guide the Muslim community navigate Ramadhan through this endemic period. The social media posts will provide answers on religious queries and guidance as raised by the public such as queries on vaccinations and nasal swab test during Ramadhan.

Muis introduces 2022 zakat fitrah rates

The Islamic Religious Council of Singapore (Muis) has announced the 2022 zakat fitrah(زكاة الفطر) rates for Ramadhan 2022 (1443). The normal rate is pegged at S$5.10 and the higher rate at S$7.60. Zakat contributors should base their chosen rate on their daily consumption.

Zakat fitrah is an obligatory contribution by all Muslims during Ramadhan. It must be fulfilled during Ramadhan and before Aidilfitri (Eid) prayers. 

The amount is determined by the Muis Fitrah Committee based on the country’s staple food, which in Singapore's case is rice. The rates are derived from the median price of 2.3 kg for each grade of rice – normal and higher – as generally consumed by the local Muslim community. Higher grade rice refers to more expensive premium rice such as brown rice and basmati rice.

Recent global events such as the ongoing Russia-Ukraine war were taken into consideration, but the committee's assessments showed that prices of rice in Singapore have not been much affected thus far.

Muis highly encourages the Muslim community to fulfil their zakat fitrah and zakat harta obligations digitally to avoid long queues at the mosque during the COVID-19 pandemic. Digital payment methods include, for both zakat fitrah and zakat harta, zakat on wealth: 

- At the Zakat Singapore website using PayNow or debit card 

- Via banks

* DBS, POSB, PayLah app, or Internet banking at https://internet-banking.dbs.com.sg 

* CIMB Clicks at https://www.cimbclicks.com.sg

- AXS stations island-wide using NETS 

Muis will also accept cheques made payable to 'Muis'.   

For zakat harta only: 

- OCBC Al-Wadiah 

- Monthly instalments via GIRO (download the GIRO form at www.zakat.sg) 

From 6 April 2022 onwards, the public has also been able to utilise the following payment methods: 

- AXS m-Station app, available on the App Store, Google Play and Huawei AppGallery for download

- eNETS, DBS PayLah!, debit cards, NETSPay, OCBC PayAnyone 

- AXS e-Station

- eNETS, DBS PayLah!, debit cards, PayNow QR

To fulfil Zakat offline, the public is urged to exercise prudence in observing safe management measures (SMM) in place and to monitor their own health condition before heading down to Muis or authorised zakat collection centres, including selected mosques. A list of zakat collection centres can be found at the Zakat Singapore website (www.zakat.sg).

Users on the website are encouraged to read the security advisory on the home page to reduce the risk of being targeted by scammers. These features include:

- Accessing the authentic and secure Zakat Singapore website and payment portal

- Discerning legitimate communications from Zakat Singapore

- Learning to protect one’s zakat account 

- Recognising scams and phishing attempts

- Protecting oneself from scams and phishing attempts 

Muis introduced the two-tier zakat fitrah rate in 2005 to facilitate zakat contributors who may wish to contribute more than the normal rate (i.e., they consume higher-grade rice).
