Fitch affirms Qatar at 'AA'

Fitch Ratings has affirmed Qatar's long-term Issuer Default Ratings (IDRs) at 'AA' and removed them from Rating Watch Negative (RWN). The outlook is negative.

The rating actions capture the risk from a further prolongation of the period in which Qatar cannot export liquefied natural gas (LNG) to the sovereign balance sheet, which has held up well so far. The removal from RWN reflects that while the geographic concentration and high complexity of Qatar's LNG facilities is a vulnerability, the risks of further severe damage have reduced since March and the impact of the war on the credit profile will take longer to discern.

The 'AA' rating reflects GDP per capita among the world's highest, large sovereign assets, Fitch Ratings' expectation that additional gas production will further strengthen public finances and a relatively flexible public finance structure. Rating weaknesses include heavy hydrocarbon dependence with a significant vulnerability to geopolitical risks, below-average scores on some measures of governance, higher government debt/GDP than oil-dependent highly rated peers and substantial contingent liabilities, the ratings specialist said.

International Conference on Islamic Finance and Economy to focus on peace, resilience, and security

The Center for Islamic Economics and Finance (CIEF) at the College of Islamic Studies, Hamad Bin Khalifa University (HBKU), in collaboration with the Qatar Financial Centre (QFC) Authority, is working on paper submissions for the 9th International Conference on Islamic Finance and Economy (ICIFE).

The conference, to be held in English and Arabic with live interpretation available in both languages, explores how Islamic principles, economics and finance can guide decision-making and contribute to peace-oriented development, social resilience, ethical reconstruction and responsible security in a geopolitically unstable world. Its formal theme is Islamic Economics Perspectives on Economies of War and Peace: Ethics, Resilience, Reconstruction, and Responsible Security.

According to the organisers, conflict-affected economies often face weakened institutions, damaged infrastructure, limited access to long-term capital and urgent reconstruction needs. Islamic finance is well-positioned to offer both a normative and practical framework for protecting welfare, rebuilding productive capacity, mobilising ethical capital, and supporting recovery in times of insecurity. The conference, therefore, invites research that moves beyond permissibility and asks how Islamic economics can help build humane, resilient and peace-oriented economic systems.

"In a world increasingly affected by geopolitical instability, disrupted markets, food and energy insecurity, displacement, and fiscal pressures, the need for principled and humane economic thinking has never been more important. I believe Islamic economics and finance offer a valuable framework for this discussion. They are deeply rooted in the principles of human dignity, justice, social solidarity, and public welfare.

"These principles can guide our approaches to peace-oriented development, livelihood restoration, and responsible public finance. They can also inform the rebuilding of institutions and essential infrastructure. Through this conference, I invite all of you to reflect on the ethical boundaries of finance. This includes finance related to public security, emerging technologies, strategic industries, and post-conflict recovery," commented Dr. Recep Şentürk, Dean, College of Islamic Studies, Hamad Bin Khalifa University.

A central concern of the conference is to avoid normalising destruction or treating war as an engine of growth. Instead, ICIFE 2026 encourages critical reflection on how Islamic finance and economics can support human protection, responsible public finance, livelihood restoration, institutional rebuilding, and sustainable peace.

Conference objectives include:

- Develop Islamic economic and financial frameworks for peace, resilience, reconstruction, and responsible security.

- Examine how maqasid al-shari'ah, adamiyyah, and Islamic jurisprudence on war and peace can guide ethics in conflict-affected contexts.

- Analyse the impact of geopolitical risk on Muslim-majority economies, Islamic banking, sukuk markets, capital flows, sovereign finance, trade, food security, energy markets, and monetary stability.

- Explore the role of Islamic social finance, sukuk, blended finance, capital market instruments, and development finance in rebuilding livelihoods, institutions, infrastructure.

- Clarify the ethical boundaries of finance in relation to public security, strategic industries, defense sectors , humanitarian protection, and post-conflict recovery.

- Assess how emerging technologies, including artificial intelligence, cybersecurity, drones, surveillance, fintech, and digital infrastructure, are reshaping war, security, reconstruction, and financial ethics.

- Connect Islamic finance with conscious economics, conscious futures, foresight, scenario planning, anticipatory governance, social trust, human dignity, and resilience.

- Advance policy dialogue on peace-oriented and humane financial systems.

"These discussions extend beyond financial instruments to encompass human protection, institutional resilience, ethical investment, public welfare, and long-term peace. I believe this makes the conference both timely and necessary, as it explores how Islamic economics and finance can contribute to more responsible, humane, and future-oriented economic systems," said Dr Ahmet Faruk Aysan, Professor and Associate Dean, College of Islamic Studies, Hamad Bin Khalifa University in a message from the conference chair.

The conference will be held 29 and 30 November, 2026. More details are at https://www.hbku.edu.qa/en/CIS-ICIFE2026?tab=overview&tabid=Overview

Source: Wahed. Qatar's General Authority of Endowments will work with Wahed to develop an AI-powered equity analysis platform.

Wahed, a global Islamic fintech and asset manager, has announced that its Qatar-based entity, Wahed MENA, has signed a memorandum of understanding (MoU) with The General Directorate of Endowments at the Ministry of Awqaf and Islamic Affairs in Qatar.

Under the terms of the agreement, Wahed MENA will develop and pilot an AI-powered shari'ah equity analysis and screening platform tailored to the needs of Qatar's endowment sector. Bringing together Wahed's global expertise in Islamic fintech and asset management with Awqaf's shari'ah and investment expertise in endowment oversight, the initiative is designed to build a smarter, more efficient approach to screening and analysing equities listed on the Qatar Stock Exchange (QSE) for shari'ah compliance.

The project supports Awqaf's efforts to leverage cutting-edge technologies and digital innovation in line with the Ministry's Strategic Plan (2025-2030), which focuses on digital transformation, AI technologies, institutional innovation, performance efficiency and sustainability. It also aligns with Qatar National Vision 2030 and the country's broader transition toward a knowledge-based economy.

The platform will combine AI-driven equity screening, natural language processing (NLP), financial indicator and ratio analysis, and a bilingual Arabic-English interface to support Awqaf's internal investment assessment processes. Features under development include dividend screening, historical shari'ah compliance tracking, risk-based analysis and an AI-assisted shari'ah screening support chatbot for internal use.

By combining financial data analysis, compliance monitoring and intelligent screening capabilities, the platform is expected to enhance the speed, consistency and scalability of investment analysis, strengthen governance and transparency in endowment investment management, and provide institutional-grade insights to support decision-making on robust Shariah and financial foundations.

Mohammed Abdullah Al Harmi, Director of the Investment Department at the General Directorate of Endowments, described the project as a crucial step in advancing endowment work. "This initiative ushers in a new era of endowment operations that combines shari'ah authenticity with technological innovation," he said.

"This partnership reflects our commitment to putting technology in service of Islamic finance principles," said Khalid Al Jassim, Executive Chairman of Wahed MENA.

"By working with Awqaf, we are taking a meaningful step toward making shari'ah-compliant investment intelligence more precise, accessible and scalable."

The initiative represents a significant step forward in the adoption of AI within Islamic asset management. Upon completion, the platform will serve as a model for endowment institutions, asset managers, sovereign entities and financial organisations seeking to integrate AI into shari'ah-compliant investment processes.

Qatar National Tourism Council shares insider tips for Doha visitors

The Qatar National Tourism Council (QNTC) has revealed its top 10 tips for those seeking an authentic Middle Eastern experience in the country.

Qatar National Tourism Council Secretary General and Qatar Airways Group Chief Executive HE Akbar Al Baker said: "Here in Qatar, we take pride in our cultural heritage and look forward to every opportunity to share it with our international guests.

"As part of the Qatar National Vision 2030, which aims to bring prosperity to our nation, we've worked hard to ensure all visitors enjoy the highest standards of hospitality and service during their stay. We are continually strengthening our tourism offer as we welcome visitors to our country in 2021 and beyond."

From an insider's perspective:

1. The art of qahwa

Sharing coffee or qahwa (قَهوة) is an important part of Qatari social life, and the traditions around serving it are a testament to Qatar's famed hospitality. Coffee is always served from a traditional tall coffee pot known as a dallah (دلة) and poured in a finjan (فنجان, a cup the size and shape of a Chinese teacup). Locals always hold their cup in the right hand and avoid filling the drink right to the top. Coffee drinking is so embedded in Qatari culture that it is considered impolite to refuse a cup.

2. A tip for dinner

Hosting guests for shared meals is a fundamental part of Qatari culture, with dining together a foundation of family and social life. Locals will only pass food with their right hand – so following this tradition will impress Qatari hosts. One of the best places for a traditional Qatari meal is Shay Al Shoomos, located within the Souq Waqif in the capital Doha.

Guests can sample a range of local specialties including marquqa (المرقوقة), small pieces of bread mixed with sauce and cooked vegetables, and reqaq (خبز الرقاق), a traditional Arabic crepe (you can order reqaq made to order on a griddle at Souq Waqif).

3. A sip or two

Tourists can enjoy their favourite beverage in hotel restaurants across the country. It's worth visiting Nobu Doha, which overlooks the Arabian Sea and the capital's skyline, making it the perfect setting at sunset. Alternatively, La Cigale, voted the leading dining and entertainment experience in both Qatar and the Middle East, has a 15th-floor rooftop terrace to enjoy the view by sunshine or starlight.

4. The holy month

Ramadhan and its fasting is one of the five pillars of the Islamic faith, and it's respectful for those not observing it to be mindful of worship and fasting times. Ramadhan takes place at a different time every year. Its 30 days begin and end depending on the sighting of the moon. The month is observed by Muslims in Qatar and around the world and is used as a time of prayer, community and fasting.

When the month ends, all come together for Eid al-Fitr – a period of celebration filled with feasting, storytelling and games. Should a visit to Qatar fall at this time, it's worth checking the fasting times so you can celebrate breaking the fast with the locals at sunset.

5. Dress to impress

Qatar is relatively relaxed around dress, although it's recommended for both men and women to cover their shoulders and knees. For those wanting to hop into a swimsuit and catch some rays, there are plenty of places to do so at private hotel pools or beaches. These include the Aleph Doha Residences by Hilton, which features Doha's highest swimming pool, or the St Regis Doha, with its pristine white sand private beach.

6. And, relax

Wellness is well-rooted in Middle Eastern and Arabic culture, with the use of hammams (حمّام, baths) dating back to the Middle Ages. For anyone looking to sit back and unwind on their visit to Qatar, there's an abundance of spas to choose from with a wide range of relaxing treatments and amenities. The Sharq Village & Spa in Doha is recommended for its Ultimate Hammam Experience while the Zulal Wellness Resort, located in the most northern point of the country, is the largest of its kind in the region.

7. Mother tongue

While the majority of people speak English in Qatar, the official language is Arabic. Learning a few words or phrases can demonstrate an interest in the country. The word for 'hello' is 'marhaba' (مرحبا) and 'thank you' is 'shukran' (شكرا). For guests wanting to immerse themselves in Arabic culture, a visit to the National Museum of Qatar or the Museum of Islamic Art is not to be missed.

8. Hand-drawn henna

Considered a sunnah (سنة; a commendable Islamic practice), and used to decorate women's hands, henna tattoos are mostly worn for special celebrations, such as weddings or Eid. Each pattern is unique and many families host henna night celebrations. To get a henna tattoo, visit Souq Waqif where henna stalls operate throughout the year.

9. Holiday fun in Ramadhan

On the 14th day of Ramadhan, Qataris celebrate Garangao (قرنقعوه), a fun tradition for children to recognise their fasting efforts. During Garangao, after the sunset prayer, children dress up in traditional clothes, carry a decorated bag, and visit their neighbourhoods singing Garangao songs, and collect treats, such as sweets or nuts. For those visiting Qatar with children during this time, there are ways to get involved with celebrations held across the country, including at the National Museum of Qatar or the Mall of Qatar.

10. Bird spotting

Falconry plays a vital role in the region's history and is recognised by UNESCO as a living human heritage. The birds are trained to hunt and follow the commands of their handlers – the Bedouins. Travellers can visit the Falcon Souq, where these elegant birds sit on perches. There is an annual Qatar Falconry Festival, held in January.

KSA to allow online registrations for Hajj pilgrims from Qatar

KSA is facilitating access for Hajj pilgrims from Qatar by allowing them to register online after receiving no response and cooperation from Qatar’s Ministry of Endowments on logistics around the Hajj. KSA currently has no diplomatic relations with Qatar.

The Saudi Ministry of Hajj and Umrah has set the Hajj registration link for use by both Qatari citizens and foreign residents of Qatar performing Hajj, according to a statement carried by the Saudi Press Agency.

In the statement, as reported by the Saudi Center for International Communication, the Ministry affirmed that the “government of the Kingdom of Saudi Arabia and upon the directives of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud, welcomes the arrival of all Muslims of pilgrims, umrah performers and visitors from all over the world and will spare no effort for providing them with all services and facilities that enable them to perform their rituals easily and tranquilly.”

KSA has already begun receiving Hajj pilgrims, including from Malaysia, Bangladesh, Pakistan and Afghanistan at King Abdulaziz International Airport in Jeddah and Prince Mohammad bin Abdulaziz International Airport in Madinah.

The Hajj officially begins on 8 Dhul-Hijjah and ends on the 13th of the same month, corresponding to August 19-24, 2018.

More than 2.35 million pilgrims travelled to Makkah for Hajj in 2017, about 1.75 million of whom came from outside KSA.

Katara initiative provides drinking water to birds

Katara Cultural Village is offering custom made wooden boxes to the public free to provide drinking water to pigeons and other birds in summer. Current highs reach 39o C.

The initiative coincides with Ramadhan, the month of kindness, where mercy is shown not only to human beings but also to animals and birds.

Qatar, with its parks, gardens and growing green areas is home to a rich variety of birds and also attracts a number of migratory birds every year. Many Qatari households already use traditional methods to give water to birds. Katara aims to popularise this tradition and encourage people to take proper care of the living beings around them.

More than 1,000 wooden boxes have been prepared. The wooden box is open from all sides, allowing birds to enter and perch on the wood to drink. There is a glass container for water, and a plastic hose to collect water from a tap. The hose automatically stops the water flow when the glass container is full.

"By this initiative, Katara aims to revive a Prophetic tradition that encourages believers to show mercy to all creatures. We also want to inculcate the love for nature and the environment in all members of the society, especially the younger generation," said HE Dr Khalid bin Ibrahim Al Sulaiti, GM, Katara Cultural Village.

AM Best gives Qatar Islamic Insurance Company B++ financial strength rating

AM Best has affirmed the B++ (good) financial strength rating and bbb+ long-term issuer credit rating for Qatar Islamic Insurance Company (QIIC). The outlook of these ratings is stable.

The ratings reflect QIIC’s balance sheet strength, which AM Best categorises as very strong, as well as its strong operating performance, limited business profile and appropriate enterprise risk management (ERM).

QIIC adopts a hybrid takaful model, whereby the shareholders’ fund (SHF) charges the policyholders’ fund (PHF) a wakalah fee based on gross written contributions (GWC) and a mudarabah fee based on investment income. QIIC’s ability to accumulate surpluses within the PHF whilst regularly distributing surplus back to policyholders supports the sustainability of the takaful model.

QIIC has a track record of strong operating and technical profitability, highlighted by a five-year average (2013 - 2017) combined ratio of 79% that has remained very stable over recent years. While there has generally been a good balance of earnings between technical and investment income, a volatile investment environment in Qatar has meant investment returns have declined over the past four years. During 2017, the company reported net profit of QAR62 million, equivalent to a sound return on equity of 13%.

Although the company is concentrated on its domestic market of Qatar, the company maintains a niche market position as an established provider of shari’ah-compliant products and a strong reputation that is partially attributable to the company’s track record of distributing surpluses back to its policyholders. The company also benefits from being a member of the National Insurance Consortium, which provides QIIC access to sizable government infrastructure contracts. QIIC reported modest premium growth in 2017, as the company reported a 1% increase in GWC to QAR317 million, compared with 2016.

Qatar to allow visa-free entry for citizens of 80 countries, territories

Source: Qatar Airways. Qatar's MoI, QTA and Qatar Airways announce expanded visa-free entry arrangements.
Source: Qatar Airways. The press announcement yesterday.
Qatar’s Ministry of Interior (MoI), the Qatar Tourism Authority (QTA) and Qatar Airways have announced that Qatar will allow visa-free entry* for citizens of 80 countries and territories, effective immediately.

Citizens of 80 countries and territories wishing to visit Qatar will no longer need to apply or pay for a visa; instead, a multi-entry waiver will be issued free-of-charge at the port of entry, upon presentation of a valid passport with a minimum validity of six months and a confirmed onward or return ticket.

Depending on the nationality of the visitor, the waiver will either be valid for 180 days, from the date of issue, and allow the visitor to spend a total of 90 days in Qatar (multiple-entry waiver); or it will be valid for 30 days from the date of issue and entitle the visitor to spend up to 30 days in Qatar with the possibility of applying for an extension of the waiver for an additional 30 days (multiple-entry waiver).

These developments come as part of a series of measures that Qatar has taken to facilitate visitor access to the country. Last month, Qatar launched an e-visa platform through which travellers of all nationalities can apply for tourist and visitor visas. The country is also considering further enhancements to its visa policy, such as waiving visa requirements for holders of a residence permit or a valid visa from the nations of the Gulf Cooperation Council (GCC, namely Bahrain, Kuwait, Oman, KSA, and the UAE), Australia, and New Zealand. This waiver would allow eligible visitors to obtain an electronic travel authorisation by completing an online application at least 48 hours prior to travel.

Qatar Airways Group Chief Executive, HE Akbar Al Baker, said yesterday: “Today’s announcement places the state of Qatar as the most open country in the region. This is a momentous occasion for Qatar, making the number of nationalities eligible to enter our country without a visa the highest in region, which is something that we are very proud of.

“Qatar Airways is the patriotic flag carrier for the state of Qatar and as such we are extremely honoured to bring millions of people each year to our beautiful, welcoming and historic country. This important initiative from the Ministry of Interior and Qatar Tourism Authority will provide an opportunity to welcome even more visitors, from even more countries, to experience the many exciting attractions that await them.”

According to Hassan Al Ibrahim, Chief Tourism Development officer at QTA, visa facilitation is a critical component of the national tourism sector strategy, which QTA is currently reviewing in partnership with stakeholders from the public and private sectors. With renewed focus by the country’s leadership on diversifying the national economy, a revised strategy which empowers various players to boost the growth of tourism is set to be launched on 27 September 2017, when Qatar hosts the official celebrations of World Tourism Day.

“Easing entry to Qatar is a key enabler for the growth of Qatar’s tourism industry. With this announcement we are already turning the pages of the next chapter of Qatar’s journey towards 2030,” commented Al Ibrahim. “Together with our partners in the public and private sectors, we have examined all of the elements needed to create a smooth and enticing experience that can attract visitors from around the world. There is no doubt that facilitating and streamlining access at all ports of entry are key factors in creating a positive first and lasting impression of Qatar.

“With 80 countries eligible for a visa waiver, Qatar is now the most open country in the region and we are delighted to invite visitors to discover our renowned hospitality, cultural heritage and natural treasures.”

Brigadier Mohammed Al Ateeq, Director General of the Department of Passport and Expatriates Affairs at MoI, commented, “We are very pleased to announce that nationals of 80 countries are now eligible for a visa waiver and can enter Qatar without requiring any prior visa arrangements. Together with our partners at QTA and Qatar Airways, we have been working to enhance our country’s visa policies and implement solutions to better facilitate travel to Qatar. Further enhancements are being studied and we look forward to announcing them in due course.”

In November 2016, Qatar introduced a free transit visa, which allows passengers of all nationalities transiting in Qatar for a minimum of five hours to stay in Qatar for up to 96 hours (four days). In May 2017, QTA launched +Qatar, an initiative to promote the country as a stopover destination, with the national carrier, Qatar Airways. These measures, along with intensified international marketing, have resulted in a 39% increase in the number of stopover visitors during the first six months of 2017, compared with the same period last year.

As part of Qatar Airways’ and QTA’s combined efforts to boost tourism in the country, the award-winning airline has accelerated its global expansion plans, and recently announced the launch of a number of new destinations that it is adding to its network by the end of August 2017. The airline launched Sohar, Oman as a new destination in early August.

Qatar invests in new dairy industry

Qatar Airways Cargo, the cargo division of Qatar’s national carrier, has transported the country’s first two shipments of 330 Holstein cows from Europe on a Qatar Airways Cargo Boeing 777 freighter. These initial shipments are part of a 4,000-head herd that marks the launch of a completely new industry for Qatar.

Ulrich Ogiermann, Qatar Airways Chief Officer Cargo said, “It is with utmost pride that we were given the opportunity to offer our expertise and services to support this momentous project. We are truly a part of history, helping launch the country’s newest industry, producing dairy products to meet local demand. The cattle charters involve a great deal of skill and coordination to ensure the flight from the points of origin to Doha was smooth and safe.

“With our extensive freighter fleet and state-of-the-art cargo facility at our Doha hub, we were able to meet our client Baladna Farm’s requirements with tailormade solutions to transport the cattle from various continents swiftly into Doha. Our dedicated team at Qatar Airways Cargo is well-trained and our QR Live product is fully-compliant with IATA’s Live Animal Regulations to ensure safe and comfortable air transportation of live animals.”

The cargo carrier has been appointed to charter more than 20 cattle shipments from Europe, the US and Australia in the next few weeks. Upon arrival at Hamad International Airport (HIA), the cattle are carefully and efficiently transferred to Baladna Farm, a major livestock farm in Qatar.

Power International Holding Chairman Moutaz Al Khayyat said: “We are proud to expand the dairy industry in the State of Qatar, and are thankful to Qatar Airways Cargo for the expedient, safe and secure transportation of the cattle that have now safely arrived at their new home, Baladna Farm. With the arrival of the dairy cows, we aim to meet 30-35% of the imported milk demand in the country within two months.”

Baladna is a subsidiary of Power International Holding, a diversified Qatari company. Baladna has built special cowsheds with a temperature control system to ensure a comfortable environment for the cattle. Baladna Farm, built over 700,000 sq m, includes 40,000 Awassi sheep able to withstand high temperature and produce high-quality milk. The farm also houses 5,000 goats and an animal feed mill yielding 100 tonnes per day.

Qatar Airways Cargo recently attracted attention for undertaking a massive airlift of food and grocery items when a blockade was initiated by neighbouring countries on 5 June. This undertaking, arranged entirely by Qatar Airways Cargo, lasted several weeks and used its own fleet, as well as other leased aircraft. KSA reaffirms welcome for Qatari pilgrims

The KSA Ministry of Hajj and Umra has said that Hajj and umrah pilgrims from Qatar are still welcome even with the government's decision to sever relations with Qatar.

"The Kingdom affirms its commitment and keenness to provide all facilities and services for Qatari and all pilgrims," the ministry said in a statement online.

Oman Air has also stated through Facebook on June 13 that Qatari citizens are now allowed to travel on Oman Air from Doha to Jeddah via Muscat for umrah.

On June 5, the KSA government announced that it had severed diplomatic and consular relations with Qatar, closed all land, sea and air ports to the country to prevent Qatar from crossing into Saudi territories, airspace and territorial waters for reasons relating to Saudi national security.

Saudi citizens are prohibited from travelling to Qatar, residing in or passing through it, while Saudi residents and visitors had to leave Qatari territories within 14 days. Likewise, Qatari citizens may not enter or transit through KSA, and Qatari residents and visitors had to leave Saudi territories within 14 days.
